In business since 2015, Urban Circle Consulting LLC is a research and evaluation firm that specializes in youth programs.
Working together, we help our clients increase the impact of their programs and advance their missions. In particular, we help:
- Develop or revise your program's theory of change
- Identify short-, medium-, and long-term outcomes and determine how to measure and track progress
- Take stock of existing data collection methods, recommend improvements, streamline processes, and identify what data are missing
- Design evaluations that are responsive to your needs, are grounded in theory and follow best practices in the field

Lee Pearson, Owner and Principal Researcher
The owner of Urban Circle Consulting, Lee Pearson serves as the principal researcher for our clients. Lee has more than 20 years’ experience in educational research and evaluation, with a focus on after-school programs.
Lee specializes in evaluating 21st Century Community Learning Centers, liaising with district-level government, and analyzing national education policies. Before founding Urban Circle Consulting, Lee managed research and evaluation in the Office of Out-of-School Time Programs at DC Public Schools (DCPS), where she analyzed the impact of afterschool and summer school programs on student development and achievement. Lee also worked at the David P. Weikart Center for Youth Program Quality, where she led data collection and analysis for a variety of projects, including the Youth Program Quality Intervention, a multi-state evaluation funded by the W.T. Grant Foundation. She also held research positions at the National Center for Education Statistics and Policy Studies Associates, Inc. Lee received her M.A. in sociology from The George Washington University.
